Stir-fry garlic in safflower oil until it begins to color; add
scallops and stir-fry 1-2 minutes. Remove scallops and garlic. Add
snow peas to oil and stir-fry 2-3 minutes. Add pepper, miso, and
arrowroot. Stir-fry an additional 2 minutes, then return scallops and
garlic to pan and heat through. Serve.
